Pakistan Proposes Legal Tinted Car Windows Under New Permit Policy

The Government of Pakistan has proposed a new Tinted Glass Permit Policy 2025, which could allow private vehicle owners to legally use tinted car windows for the first time under a regulated framework.
If approved, the policy would introduce a standardized permit system across the country.
Under the proposal, eligible private citizens would be able to obtain permission by paying an annual permit fee of Rs. 15,000.
The initiative aims to replace inconsistent practices with a transparent and uniform regulatory process.

According to the draft policy, private vehicle owners who meet the eligibility requirements will be able to apply for legal tinted glass permits through an official process. The proposal also outlines specific categories that would receive different treatment under the new framework.
Current and former members of parliament would be eligible to receive permits without paying the annual fee. Meanwhile, eligibility for foreign applicants has been narrowed, with permits proposed only for accredited diplomats serving in Pakistan.

The proposed policy is currently being reviewed through consultations with relevant government departments and stakeholders. Authorities are seeking feedback before making a final decision on the framework and its implementation across the country.
As the proposal remains in the draft stage, no new rules have yet come into effect. Any changes to vehicle regulations will only be introduced after the consultation process is completed and the policy receives formal approval from the government.

If approved, the Tinted Glass Permit Policy 2025 will establish a nationwide system covering permit eligibility, application procedures, annual fees, and conditions for the legal use of tinted vehicle windows. The framework is intended to create greater clarity and consistency in the regulation of tinted glass.
The government is expected to review stakeholder recommendations before finalizing the policy. Once approved, the new system could provide a clear legal pathway for eligible vehicle owners while ensuring compliance with national regulations.
